Dean Baldwin Painting’s third facility, located in Macon, Georgia, spans 148,250 square feet. The facility is custom-built to offer Aircraft Strip and Paint Services for Military and Commercial Aircraft. It is a state-of-the-art facility located at the Middle Georgia Regional Airport (MCN), complete with four newly constructed hangars situated adjacent to the aircraft taxiway. The design of the facility includes a material warehouse, administration building, and a water treatment processing plant. With the capability to process four aircraft simultaneously, the facility is equipped to handle a significant volume of work.

Macon Facility Key Personnel

Chuck Halligan

General Manager, Macon Facility

Chuck brings with him 27 years of aviation experience. He started his career with ExpressJet in 1994 as a cleaner in the heavy maintenance division. In 1995 he was selected into the mechanic’s apprentice program. It was during this time he began working towards his A&P certification sign-off. Chuck spent the next several years on the front line working in several different areas within the maintenance operation. He has experience in both line and overnight maintenance to include heavy maintenance. During his years as an A&P mechanic, he has worked on several fleet types to include EMB 120, ATR 72, BAE 146, and CRJ 200/700/900. In early 2010 he was promoted to the Manager Atlanta Maintenance overseeing both the line and hangar operation. He was responsible for the performance and success of the airline’s biggest hub.

In late 2011, he became the GM of Maintenance responsible for eight maintenance locations throughout the airlines’ footprint. In the fall of 2016, he accepted the role of Director Maintenance-Operations with 119 regulatory responsibilities. As the DOM he also had oversight of twelve maintenance locations and nearly 1200 flight departures. Chuck is an FAA-certified mechanic with an Airframe and Power plant rating from Middle GA Technical College.

Tom Barlow

Chief Inspector / FAA Accountable Manager

Tom is a U.S. Army Veteran and brings over 24 years in aviation experience to Dean Baldwin Painting LP. Prior to joining Dean Baldwin Painting, Tom was with PSA Airlines, monitoring the quality of outside maintenance operations at MRO facilities.

He began his career with Cessna Aircraft Co. in the Experimental Flight Test Department in 1998. In 2001 Tom Joined Atlantic Southeast Airlines (ASA) with varying roles, from Maintenance Technician, Lead to Engineering- Maintenance Reliability Blackbelt. During his tenure with ASA as part of the Engineering team, Tom prepared Engineering documents to support FAA Airworthiness Directives and OEM documentation. He played a pivotal role, with implementation, and rigorous process testing of the largest MROS transition in ASA history. In addition to many certifications and recognitions, Tom holds an FAA A&P License,

Kathleen Butler

Material Manager

Kathleen Butler, as Material Manager is responsible for Shipping, Receiving and warehouse inventory control at the Macon, Georgia facility.


Kathleen, originally from Phoenix, AZ, started her career with aviation supply when she joined the United States Navy as a Logistics Specialist in 2018. She spent 3 years in Whidbey Island, WA working with EA-18G jets. After having her first son in July 2021, her and her family moved back to her husband’s home state, Georgia. Since moving to Georgia, she has spent her time trying to get used to the humidity and pursuing her perfect career within aviation supply. In the beginning of 2022 Kathleen began working at Embraer and gained knowledge in commercial aviation supply. After having her second son in April 2023, she knew she wanted to expand her career within aviation supply and joined the Dean Baldwin Painting team

Annie Barr

Human Resource & Office Manager

Human Resource Manager Annie Barr has been with Dean Baldwin Painting since 2009. With over 14 years of experience at Dean Baldwin Painting, she previously worked as the Payroll Manager for over 12 years in which she managed payroll processes for all facilities within Dean Baldwin Painting.

During her years of service, she accepted the challenges of learning numerous areas within the administrative departments, gaining extensive growth and knowledge. She oversaw many projects at all facilities, outside of the payroll function, including employee scheduling, Doc Planning, DOT drug screening and BAT certification.

She was promoted to HR Manager/Office Manager in 2023. Annie brings excellent communication skills, employee engagement, approachability, and drive to the Dean Baldwin Painting team. She is responsible for all HR functions at the Macon, Georgia facility.

Samuel Kendrick

Training Manager

Samuel Kendrick brings over 35 years of aviation experience to Dean Baldwin Painting. Sam retired from the United States Air Force after 22 years of service as an Electro Environmental System Mechanic. He performed system troubleshooting, major maintenance inspection, repair and alterations on numerous fighter and transport aircraft, in addition to management roles such as Production Supervisor supporting military operations globally.

After retiring from the military, Sam went to work as an aircraft line mechanic for Atlantic Southeast Airlines (ASA) in Atlanta GA, troubleshooting, repairing and inspecting ASAs regional fleet. Promoted to Lead Mechanic then transferred into the training department as an Instructor before becoming the manager of training prior to the merging of ASA with ExpressJet Airlines. As training manager, he took the two training platforms and converted them into a FAA approved training program under a Single Operations Certificate (SOC). Sam has extensive aircraft maintenance and leadership experience and holds an FAA Airframe and Power Plant License, as well as technical certifications from numerous military and civilian aircraft.

Hilbert Gavel

Environmental Health & Safety Manager

As Environmental Health and Safety Manger Hilbert Gavel is responsible for developing, implementing, and maintaining relevant programs to ensure the safety and health of the employees. Hilbert has a comprehensive background in safety engineering and compliance in manufacturing environments. He joined the Dean Baldwin Painting LP team in 2021. Prior to Dean Baldwin Hilbert spent 2 years with Berry Global and 9 years with Bridon-Bekaert Rope Group where he was credited for significantly lowering the Total Recordable Incident Rates (TRIR) and the reduction in the OSHA Recordable incidents.

In addition to numerous awards and honors Hilbert earned a Master of Science degree in Occupational Safety & Health, from Columbia State University, Orange Beach, AL, and a Bachelor of Science, degree in Industrial Technology from the Middle Tennessee State University, Murfreesboro, TN. He is also a member of the American Society of Safety Professionals (ASSP), the Society of Manufacturing Engineers (SME), and the National Fire Protection Association (NFPA).
